The RRE Profile Information page for NGHP users asks you to provide information about your lines of business, including liability insurance (including self-insurance), no-fault insurance, and workers’ compensation data to be reported under this RRE ID. You will additionally choose a claim submission method for Section 111 reporting.

The RRE Information section is automatically populated from data submitted during the New Registration process. This information is read-only. The Account Manager (AM) can update some of this information after completing this Account Setup step and logging into the Section 111 COBSW.

Insurer Lines of Business

Select the types of claims (No Fault, Workers’ Compensation, and/or Liability) that will be reported under this RRE ID. Check all that apply.

You may use the same RRE ID to submit all types of claims under one RRE ID. See the Section 111 Liability Insurance (Including Self-Insurance), No-Fault, and Workers’ Compensation User Guide for more information on the use of multiple RRE IDs.

Estimated Number of Paid Claims

Enter an estimate of the annual number of claims paid by the RRE reflected under this RRE ID.

This is the total number of paid claims for all injured parties/claimants, NOT just those that will be reported under Section 111 where the injured party is a Medicare beneficiary. This will be used by the BCRC to estimate the size of the files that will be submitted under this RRE ID and aid in the assignment of the file submission timeframe by the system to spread out file processing by the BCRC throughout each quarter. It is only an estimate and will not be validated or checked when you submit your files later.

Will an Agent report data on your behalf?

Select one of these radio buttons if you plan to use an agent to report your files. Select Yes if an agent will report some or all of your Section 111 files for you. Select No if you will not be using an agent.

RREs may use agents to submit data on their behalf. An agent is a data services company, consulting company, or the like, that can create and submit Section 111 files to the BCRC on behalf of the RRE. The RRE remains solely responsible and accountable for adhering to the requirements of the Section 111 program and for the accuracy of data submitted.

Agent Company EIN/TIN

If you selected Yes to the question above, enter the Agent Company EIN/TIN and click Search. If the Agent Information is available, their contact information appears next. Otherwise, blank contact information fields will appear for you to complete.

This is the IRS-assigned tax ID associated with the Agent company.

Select this radio button if you plan to transmit your files using one of the following file transmission methods. 

This option is available for companies with more than 500 claims per year. Options include:

  • CMS Electronic File Transfer (EFT)
  • S111 Portal Secure File Transfer Protocol (SFTP)
  • S111 Portal Hypertext Transfer Protocol over Secure Socket Layer (HTTPS)

Direct Data Entry

Select this radio button if you plan to enter information about each claim directly in to the website.

This option is available only to RREs that anticipate 500 or fewer claims per year. This method is useful to smaller RREs that may not have the technical resources to format claim files.

Next Steps

After you have completed this Account Setup step and have reviewed the Setup Summary page, you will need to log in to the Section 111 COBSW and invite individuals from your agent company to become users of the Section 111 COBSW as account designees. They will need a COBSW login ID and password to upload and download files to/from the COBSW via the HTTPS, SFTP, or DDE file transmission methods. They will also be able to log on to the Section 111 COBSW application to view test and production file processing results.
