At the Responsible Reporting Entity’s (RRE’s) discretion, an Account Manager (AM) for the RRE ID may invite other individuals to register and become Account Designees (ADs) for an RRE ID account. ADs assist the AM with the reporting process. ADs may be RRE employees or agents. There is no limit to the number of ADs associated with one RRE ID.

The AD:

  • Must register on a Coordination of Benefits Secure Website (COBSW) application and obtain a login ID.
  • Can be associated with multiple RRE ID accounts, but only by an AM invitation for each RRE ID.
  • Can upload and download files to the COBSW application if the RRE has specified HTTPS as the file transfer method.
  • Can use their login ID and password to transmit files if the RRE has specified SFTP as the file transfer method.
  • Can review file transmission history.
  • Can review file-processing statuses and file statistics.
  • Can change their personal information on the COBSW application.
  • Cannot be an Authorized Representative (AR) for any RRE ID.
  • Cannot be the AM for the same RRE ID.
  • Cannot invite other users to the RRE ID account.
  • Cannot update RRE ID account information.

Each user of the Section 111 application, or any other COBSW application, can have only one login ID and password. With that login ID and password, you may be associated with multiple RRE IDs (RRE accounts). With one login ID, you may be an AM for one RRE ID and an AD for another. In other words, the role you play on the COBSW is by RRE ID.

How to Invite a New Designee

Before you can invite any individual to become an AD, you must complete the Account Setup process first. Once done, follow these steps to invite an individual to become an AD:

1.  Log in to the S111 application using the login ID and password created during the Account Setup process.

     The RRE Listing page appears.

2.  Click on an RRE ID.

     The RRE Information Detail page appears.

3.  Click Designee Maintenance from the Actions list.

     The Designee Listing page appears.

4.  Click Add Designee and follow the online instructions (or view the Help pages).

     In this process, you will need to provide the email address and name for the invited AD. This must be an email address associated with an individual person, not a distribution list or generic address. If the user is new, or if they are an existing user but do not have a login ID on any COBSW application, you will need to create a passphrase so the invited AD can log in.

     The individual will receive an email invitation that includes a token link from the BCRC with instructions on how to go to the Section 111 application and then log in to register to create a login ID and password. The invited AD must perform this step.

5.  Once the invitation is sent, contact the invited AD and convey the passphrase verbally.

     This will ensure that only the people you invite will have access to your account. Do not share this passphrase with anyone else. It will not be sent to the invited AD in the invitation email.

6.  Repeat these steps for each RRE ID to which the AD is to be associated.

If the user already has a COBSW Section 111 login ID, then they will automatically be added to the RRE ID account after the AM completes the invitation process. The AM will see the AD on their Designee Listing page in Active status the next time they log in. The application then generates a notification email to the individual, notifying them that they have been added as an AD for this RRE ID account.

Note: If an individual is invited to become an AD more than once before they have completed the registration process and obtained a login ID, the subsequent invitation emails generated will contain the same token link sent with the original invitation. When the AD uses this link, it will go to a page that displays the information from the original (first) invitation. Only one unique token link is generated per user for the invitation process. The AD may use the token link in any of these emails to register for a login ID. Once the AD has completed the registration process and obtained a login ID, the token link will no longer be valid.

We strongly encourage users to register as soon as possible after receiving the first invitation email to avoid confusion.
