The Add Designee pages allow account managers (AMs) to add new users who may or may not already have access to the S111 MRA as account designees (ADs) to the selected RRE ID account.

All fields are required.

To Add a New Designee

Follow these steps to add a new user who does not have a login ID on this or any other Coordination of Benefits Secure Website (COBSW) application.

Verify Email Address

1.   On the Designee Listing page, click Add Designee.

      The Add Designee (email) page appears.

2.   Enter, and re-enter, the email address of the individual you wish to invite.

      The application determines if the email exists in the system.

3.   Click Continue.

      The Add Designee (information) page appears.

Enter Name and Passphrase

4.   Enter the first and last name of the individual.

5.   Enter and re-enter a passphrase.

While the passphrase can be up to 30 characters, it should be a short case-sensitive phrase, of your creation, that must be conveyed to the intended AD verbally. This will ensure that only the people you invite will have access to your account. Do not share this passphrase with anyone else. It will not be sent to the invited AD in the invitation email.

6.   Click Continue.

An invitation email will be sent to the invited AD, informing them to register using a token link to access the registration site. This email will come from cob@section111.cms.hhs.gov. Please inform your invited AD to allow delivery of emails from this account. The invited AD is then listed on the Designee Listing page with a status of Pending.

Once the invitation is sent, contact your invited AD and provide them with the passphrase. When the user follows the link in the email, they will need to enter it exactly as provided to register for the site.

To Add an Existing User

Follow these steps to add an existing user (that is, a user who has an email in the system) that either has, or does not have, a login ID for this or any other COBSW application.

All fields are required.

1.   On the Designee Listing page, click Add Designee.

      The Add Designee (email) page appears.

2.   Enter, and re-enter, the email address of the user you wish to invite.

3.   Click Continue.

      The application determines if the email exists in the system.

Users With Login IDs

If the email exists and the user has a login ID, the Add Designee (email) page will reappear with the fields prefilled (read only) showing the user’s first and last names, and their email.

Click Continue to accept the user as an AD. The user appears on the Designee Listing page in Active status. The application then generates a notification email to the user, notifying them that they have been added as an AD for this RRE ID account in Active status.

Users Without Login IDs

If the email exists but the user does not have a login ID (usually because the user was previously invited but did not set up their account, or failed to set it up within 30 days), the Add Designee (email) page reappears with the fields prefilled (read only) with the user’s first and last names, and their email, but with the passphrase fields visible and editable.

1.   Enter and re-enter a passphrase for the user.

2.   Click Continue to have the system send an invitation and token link to the user. The user is then listed on the Designee Listing page with a status of Pending.

3.   Contact your invited AD and provide them with the passphrase verbally.
